Most common causes of floods:

Heavy Rain – The most common cause of Portland flooding is heavy rain. For the most part, we have an infrastructure designed to move large amounts of rainwater into appropriate basins and reservoirs. When the Oregon rain outdoes itself, however, the infrastructure is overwhelmed, the drainage systems back up, and the water rises — sometimes into homes.
