Many instructions involve leaving the chemical on surfaces “visibly wet” for up to 10 minutes.
In order to clean for SARS-CoV2, a company must be HAZWOPER-40 trained by OSHA, and use the appropriate chemicals in the manner specified on the label (which won’t be fogging).
